Curriculum & Course Overview

Goal The ICAO Annex 9 – Facilitation course is designed to provide relevant staff from Civil Aviation Authorities (CAA) and relevant border control authorities with the competencies to deal collectively, in an inter-agency manner, with the development and implementation of Annex 9 provisions. Learning Objectives • At the end of this course, participants should be able to: • Describe ICAO’s Facilitation programme • Identify the roles and responsibilities of all the relevant border control authorities in facilitating the entry and departure of an aircraft, • Identify the responsibilities of all the relevant border control authorities and aircraft operators in facilitating the entry and departure of persons and their baggage, • Identify the procedures and responsibilities of all the relevant border control authorities in facilitating the entry and departure of cargo and other articles, • Identify the procedures and responsibilities of all the relevant border control authorities and aircraft operators in facilitating the repatriation of inadmissible persons and deportees, • Describe certain Facilitation subjects related to international airports, procedures when landing elsewhere than at international airports and assistance to aircraft accident victims and their families, • Identify the components of passenger data exchange systems, • Describe the State’s aviation response capabilities to a public health emergency of international concern, • Draft a sample National Air Transport Facilitation Programme Structure • Module 0 : Introduction • Module 1 : ICAO Facilitation Program Overview • Module 2 : Entry and Departure of Aircraft • Module 3 : Entry and Departure of Persons and their Baggage • Module 4 : Entry and Departure of Cargo and Other Articles • Module 5 : Inadmissible Persons and Deportees • Module 6 : Facilitation Provisions Covering Specific Subjects • Module 7 : Passenger Data Exchange Systems • Module 8 : Health-Related Provisions • Module 9 : National Air Transport Facilitation Programme Primary Target Population Middle management within Civil Aviation Authorities and border-control authorities involved in establishing and implementing the NATFP and NATFC. This could include: Customs Immigration Health Quarantine Visa-issuing authorities Travel document-issuing authorities and agencies responsible for disability affairs, foreign affairs, law enforcement Other Secondary Audience: Middle management level personnel in charge of facilitation activities, such as aircraft operators, airport operators, ground handling agents. Entry Requirements • 1. Proficiency in the English language; • 2. Experience in the area of facilitation; • 3. Computer literacy.
