Curriculum & Course Overview
Goal The Course aims to equip Air Traffic Controller(s) with the necessary knowledge, Skills, and attitudes to report the operational incident(s) in an ATC workplace to improve system safety in accordance with ICAO provisions, National regulations, and just culture principles. Learning Objectives • Define the purpose and importance of incident reporting within the framework of ICAO’s Safety Management system (SMS) & Just Culture Principle. • Identify reportable operational incidents in accordance with ICAO Annex-13, Annex-19, and existing state regulations. • Differentiate between mandatory, voluntary and confidential reporting in ATC Environment. • Use Incident Reporting forms to accurately document operational incident. • Submit the incident report consistent with ICAO provisions and organizational procedures. Structure • Module 0 : Introduction • Module 1 : Identifying abnormal operational events and SMS • Module 2 : Types of incident reporting and data collection • Module 3 : Recording and dissemination of the incident • Module 4 : Use Of Specific Incident Reports and Proformas Primary Target Population Licensed Air Traffic Controllers (Aerodrome, Approach, or Area Control) currently engaged in operational duties. Secondary Audience: ATC Team Leaders/Supervisors/Unit Managers. Entry Requirements • Participants must be graduate and hold or have previously held a valid Air Traffic Controller (ATC) license • English Language Proficiency Level 4 or higher • Ability to operate basic office software (Word, Excel, email) and incident reporting tools • Minimum of 1 year of operational ATC experience in any domain (aerodrome, approach, or Area/en-route).
